
In Johannesburg, residents can apply to close off public roads with security booms, gates, or guardhouses. This is regulated by the JRA’s Road Closure Policy and requires formal approval before implementation.
Community Consent
- At least two-thirds (67%) of affected residents must support the closure.
- This is usually shown via signed consent forms or a petition.
Application Submission
Applications are made to the JRA using their Road Closure Application Form.
You’ll need to submit:
- Community resolution (with resident signatures)
- Motivation letter (security concerns, crime stats, SAPS case numbers if possible)
- Proposed site plan showing the closures, access points, and pedestrian routes
- Copy of the constitution/registration of the Residents’ Association or CPF
Traffic Impact & Access Requirements
- Roads must remain accessible to:
- Emergency services (ambulance, fire, police)
- Public services (refuse collection, utilities)
- A traffic impact assessment (TIA) may be required if closures affect main routes.
Public Participation
- Notices are usually published (local press, lampposts, etc.) giving the wider community an opportunity to comment.
- Objections must be considered before approval.
Approval & Conditions
- The JRA (with City of Joburg committees) decides whether to grant approval.
- If approved:
- Closures are normally valid for two years, after which they must be renewed.
- Clear signage must be installed (“Boom closure approved by JRA”).
- Closures may only operate during specified hours (often not 24/7).
How to Change a JRA Road Closure Application
Because the closure was approved on the basis of community support, any changes must again be agreed to by residents. You’ll normally need a new resolution from your Residents’ Association (RA) and possibly renewed signatures from at least two-thirds of affected residents, depending on the nature of the amendment.
Making changes without notifying the JRA can invalidate your community’s approval and expose the RA to legal challenges. For example, if an access point is moved and emergency services can’t gain entry, the community may face liability.
